In a diaphragm carburetor, which makes the diaphragm move down?

I have a Walbro carburetor that does not seem to be getting gas. If I'm choking on repeatedly that not even sputter. N spitting unburned gas. No choke well. I think the model is a Walbro WT. I looked on the website Walbro and nothing happened. I guess it's the diaphragm or reed valve in the diaphragm adjustment needs at the time of opening.
